Defeat Ball Jellyfish in Colorful Coral Reefs. One spawn area is near (198, 79).
Defeat Ball Jellyfish in Wave Harbor. One spawn area is near (13, 238).
Defeat Stab Jellyfish in Wave Harbor. One spawn area is near (213, 209).
Accept the quest before hunting. Check the quest tracker as you go; quest drops can stop once the required amount is reached.
Speak to Pigboat Water Elf in Wave Harbor (191, 236).

Go back to find the Water Elf.

Within the appointed time, you should pass through the Blue Ocean and then go deep into the Sunken Ruins, then double to go back to find the Water Elf.
